Growing up in Ireland, a great emphasis was placed on reading and writing. This meant that a majority of the students did not feel confident actually speaking what they learned with German/French/Spanish speakers. I find that through speaking people find that they know more than they think they did, and that the vocabulary they learn relating to buying food or asking for directions, is sufficient to help them in many situations and conversational topics. I would use reading, writing, games, exercises and grammar in my teaching, but the primary focus would be on speaking.
