At the start, I usually offer introductory session where we discuss goals and create a personalised plan for each student. We discuss exam board and what is achievable in time we have.
If timescales for goals are limited, I help the student define priorities (such as sections they struggle the most with) which helps build confidence of the student in general but is also time- effective.
During the process, I also test different teaching techniques per student, as I found everyone learns and memorises differently. This takes time, but for my students of few years this really helped with great results long term.
